Amend the bill, as and if amended, Part IB, Section 44, DEPARTMENT OF AGRICULTURE, page 409, paragraph 44.10, lines 34-35 and page 410, paragraph 44.10, lines 1-7, by striking the proviso in its entirety.

Renumber sections to conform.
Amend totals and titles to conform.
