Amend the bill, as and if amended, Part IB, Section 117, GENERAL PROVISIONS, page 562, after line 3, by adding an appropriately numbered new proviso to read:
/117.___ (GP: Local Ordinance, Rule, or Regulation) Political subdivisions are prohibited from enacting an ordinance, rule, or regulation that alters, amends, or otherwise conflicts with a state statute. Any political subdivision that enacts an ordinance in violation of this provision as determined by a court of competent jurisdiction must return twenty five percent of political subdivision's portion of Aid to Subdivisions allotment and must have twenty five percent of any remaining payments withheld. /
