EXPLANATION: create a committee to facilitate creation of a board of regents

Amend the bill, as and if amended, Part IB, Section 10, BOARD OF REGENTS, page 406, after line 15, by adding a new Section and an appropriately numbered paragraph to read:
/SECTION 10 - ____ - COLLEGE AND UNIVERSITY BOARD OF REGENTS

     (BOR: Board of Regents) There is established a committee to facilitate the implementation of a Board of Regents to unify for the first time, the governance of all institutions of higher learning, with the exception of technical colleges, under a single governing and management authority. The scope of the committee shall include, but not be limited to the following:
     (1)      membership criteria and terms of service;
     (2)      determination of powers, duties, and responsibilities in regards to establishing a coordinated long-range plan for higher education in South Carolina, including, but not limited to:
           (a)      general determination;
           (b)      control;
           (c)      supervision;
           (d)      management;
           (e)      governance of all affairs of two-year and four-year institutions of higher learning; and
           (f)      functions and academic programs of two-year and four-year institutions of higher learning;
     (3)      determination of new publicly supported institution of higher learning; and
     (4)      determination of the role of the existing Board of Trustees for two-year and four-year colleges and universities, excluding technical schools.
     The desired outcomes include, but are not limited to working to keep higher education affordable, to accommodate growth in student enrollment, and to ensure that institutions of higher learning play an active role in research that benefits the state.
     Membership of the committee shall be comprised of nine members appointed as follows:
           (1)      one member appointed by the Chairman of the House Ways and Means Committee;
           (2)      one member appointed by the Chairman of the House Education and Public Works Committee;
           (3)      one member appointed by the Chairman of the Senate Finance Committee;
           (4)      one member appointed by the Chairman of the Senate Education Committee;
           (5)      two members appointed by the Governor, one of which must be from the business community;
           (6)      the President of the University of South Carolina, or his designee;
           (7)      the President of Clemson University, or his designee; and
           (8)      the President of the Medical University of South Carolina, or his designee.
     The committee shall submit their findings and recommendations to the Chairman of the House Ways and Means Committee, the Chairman of the House Education and Public Works Committee, the Chairman of the Senate Finance Committee, and the Chairman of the Senate Education Committee no later than January 11, 2016./
