EXPLANATION:

Amend the bill, as and if amended, Part IB, Section 91, LEGISLATIVE DEPARTMENT, page 491, after line 24, by adding an appropriately numbered paragraph to read:
/ 91.___.      (leg: Board of Regents Study)      In the current fiscal year and from the funds appropriated to the      House of Representatives and the Senate, there is established a Board of Regents Feasibility study committee. The Committee is composed of five members, one member appointed each by the Speaker of the House of Representatives, the President Pro Tempore of the Senate, the Chairman of the House Education and Public Works Committee, the Chairman of the Senate Education Committee, and the Governor. The committee shall analzye the potential benefits of devolving the Commission on Higher Education on to a statewide Board of Regents to develop a coordinated system of higher education, including the governance of the state's public institutions of higher learning. Members of the committee shall receive mileage, subsistence, and per diem as is allowed for members of state boards. The staff of the Commission on Higher Education must assist the study committee as requested. The committee must report its findings to the General Assembly by February 1, 2016, at which time the committee is dissolved. /
