Amend the bill, as and if amended, by adding the following appropriately numbered SECTION:
/SECTION __. Article 1, Chapter 1, Title 56 of the 1976 Code is amended by adding:
Section 56-1-17. (A)
The Department of Motor Vehicles must create
a video presentation that contains information regarding the
proper procedure that a motorist must follow when stopped by a
law enforcement officer. The video presentation must depict a
motorist's conduct during a stop that is acceptable, which
includes, but is not limited to:
(1)
remaining secured by a seat belt in a vehicle;
(2)
presenting the officer with the motorist's driver's
license, vehicle registration, and proof of insurance;
(3)
the driver keeping his hands in plain view; and
(4)
the driver remaining calm.
(B) The video
presentation must be viewed by a person before he is issued a
beginner's permit, a driver's license, or a commercial driver's
license by the department. /
