EXPLANATION: Prohibits municipalities and political subdivisions from authorizing non-governmental entities to collect business license taxes on their behalf.

Amend the bill, as and if amended, Part IB, Section 117, GENERAL PROVISIONS, page 495, after line 30, by adding an appropriately numbered paragraph to read:
/      (GP: Collection of Business License Taxes) A municipality or other political subdivision shall be prohibited from authorizing the Municipal Association of South Carolina or any other nongovernmental entity from collecting business license taxes on its behalf. This prohibition does not apply to the broker's premium tax, insurance premium tax, business license taxes imposed upon insurers, or any business license taxes collected under the Telecommunications Tax Collection Program. If a municipality or other political subdivision violates this prohibition, its remaining Aid to Subdivisions, Local Government Fund allocation shall be reduced by the amount of the taxes collected and received from the municipal association or other nongovernmental entity. /
