Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:
/ SECTION ___. A. Article 25, Chapter 6, Title 12 of the 1976 Code is amended by adding:
"Section 12-6-3795. There is allowed a refundable income tax of sixty dollars for the lawful possession of a valid South Carolina driver's license on the last day of the tax year. The taxpayer may claim the credit for each qualifying person listed on the taxpayer's return. The department may require any proof it deems necessary to administer the provisions of this section."
B. This SECTION takes effect upon approval by the Governor and first applies in tax years beginning after 2017. /
