    Amend the bill, as and if amended, Part IB, Section 11, COMMISSION ON HIGHER EDUCATION, page 346, proviso 11.21, line 5, by striking /October/ and inserting /November/    
    Renumber sections to conform.
    Amend sections, totals and title to conform.
