Amend the bill, as and if amended, Part IB, Section 117, GENERAL PROVISIONS, page 523, line 20, by adding an appropriately numbered new proviso to read:
/117. ____(GP: Line Item Specificity) While the general appropriations bill is under consideration in either House, if a line item appropriation or authorization of state general funds or other funds (hereinafter referred to as a line item appropriation) for an agency in the Finance Committee's or Ways and Means Committee's printed report or amendment exceeds what the agency requested from the Committee, or if the line item appropriation was not requested at all, the additional funding must be shown as a separate line item appropriation and this line item appropriation either through specificity on the line or by proviso to the particular section must specifically and fully identify the individual purpose or project to which or for which such funds shall be used or expended including, but not limited to, references to position classifications of new positions are involved, project names, or public or private organizations or entities which will receive the funds under contract or agreement with the agency. /
