Amend the bill, as and if amended, Part IB, Section 34, DEPARTMENT OF HEALTH & ENVIRONMENTAL CONTROL, page 373, after line 5, by adding an appropriately numbered new proviso to read:
/34.__. (DHEC: Family Planning Organization Inspections) The Department of Health and Environmental Control shall investigate, including an inspection when appropriate, allegations that an organization receiving state family planning funds that provides abortions has performed an abortion where the mother did not have a medical condition which, on the basis of the physician's good faith judgment, so complicated the pregnancy as to necessitate an immediate abortion to avert the risk of her death or for which a delay would have created a serious risk of substantial and irreversible impairment of major bodily function. DHEC shall immediately notify the Department of Health and Human Services where an organization receiving state family planning funds is found to have provided an abortion as described above. An organization receiving state family planning funds found to have performed an abortion as described above shall no longer qualify as a recipient of state family planning funds on the 1st of the month following DHEC's report to DHHS. /
