Amend the bill, as and if amended, page 1, by striking lines 36 through 42, and page 2, by striking lines 1 through 8 and inserting:
/ (A) Notwithstanding any other provision of law, a physician who knowingly performs or attempts to perform a dismemberment abortion and thereby kills an unborn child is guilty of a felony and, upon conviction, is subject to the same penalties that apply to murder as provided in Section 16-3-20. /
