    A Bill to amend Chapter 15 of Title 7, Code of Laws of South Carolina, 1976, relating to absentee registration and voting, so as to further define procedures for such registration and voting, centralize such procedures in the various county offices of voter registration, and restructure the chapter to more clearly separate absentee voter registration and absentee voting, grant authority to the State Election Commission to promulgate regulations; and to amend Section 7-5-140, relating to additional days that boards of registration shall remain open, so as to require the boards to remain open and available for absentee registration and absentee voting responsibilities, and to provide penalties.-at
