    A BILL TO AMEND THE 1976 CODE OF LAWS OF SOUTH CAROLINA BY ADDING SECTION 59-1-525 SO AS TO PROVIDE THAT THE STATE DEPARTMENT OF EDUCATION SHALL PERFORM TEACHER AND ADMINISTRATOR CERTIFICATION SERVICES WITHOUT CHARGE, AND TO DEFINE WHAT CONSTITUTES CERTIFICATION SERVICES FOR PURPOSES OF THIS PROVISION.
