    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 1-11-498 SO AS TO ESTABLISH THE "GEORGE STINNEY FUND" FROM WHICH THE DEPARTMENT OF ADMINISTRATION SHALL OPERATE A GRANT PROGRAM TO COMPENSATE THE FAMILY OF A PERSON WHO WAS WRONGFULLY EXECUTED; AND TO APPROPRIATE TEN MILLION DOLLARS TO THE FUND.
