AN ACT TO REQUIRE THE BOARD OF TRUSTEES OF EACH SCHOOL DISTRICT IN ORANGEBURG COUNTY TO PREPARE A BUDGET EACH YEAR AND DETERMINE THE REQUIRED MILLAGE FOR OPERATION OF THE SCHOOLS.

Be it enacted by the General Assembly of the State of South Carolina:

Preparation of budget - Orangeburg County School Districts

SECTION 1. Notwithstanding any other provision of law, the Board of Trustees of each of the school districts in Orangeburg County, on or before the last day of June of each year, must prepare a school district budget for the ensuing school year. On or before the first day of September of each year each board of trustees must notify the county auditor and treasurer in writing of the millage required for the operation of the schools in their respective districts for the ensuing school year. The notice by each board constitutes authority for the levying and collection of the millage upon all of the real and personal property within the respective school district. The levy must be placed to the credit of the district in which it is levied and expended within that district only. No district can raise its millage by more than seven percent in any one year without having one public hearing prior to its budget becoming effective.

SECTION 2. This act shall take effect upon approval by the Governor.
