The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the.House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal Father, we are thankful that You are not far off, but "nearer to us than breathing and: closer to us than hands and feet". In this sure confidence, we fling open our lives asking You to remain there with all Your strength and wisdom. Be to us this day and every day our Sustenance, our Light, our Guide. Amid many contending claims and the sounds of many voices, help us to distinguish what is sincere from the insincere, the right from the wrong. Keep us calm and confident, just and fair, possessed with an abiding faith in God. In the discharge of public trust, may we at all times hear and heed the words of the Psalmist: "Serve the Lord with gladness".

In the Name above all others we pray.

Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
