A JOINT RESOLUTION NAMING THE SOUTH CAROLINA NATIONAL GUARD COMPLEX ON BLUFF ROAD IN COLUMBIA THE "T. ESTON MARCHANT NATIONAL GUARD COMPLEX" IN HONOR OF SOUTH CAROLINA'S DISTINGUISHED ADJUTANT GENERAL, AND AUTHORIZING THE PLACING OF SIGNS OR MARKERS AND THE EXPENDITURE OF NECESSARY FUNDS FOR THE PURPOSE OF APPROPRIATELY IDENTIFYING THE COMPLEX.

Whereas, Major General T. Eston Marchant has dedicated a lifetime of service to the United States of America and to the State of South Carolina; and

Whereas, he has served as an esteemed member of the South Carolina Bar from 1948 until the present, during which time he has served on numerous boards and committees in positions of great trust, including: President of the Richland County Bar Association; member of the Standing Committee, Traffic Court Program American Bar Association; and the Fourth United States Circuit Court of Appeals Conference; and

Whereas, he rendered excellent service as a member of the University of South Carolina Board of Trustees from August, 1965, to March, 1978, serving as chairman from September, 1970, to March, 1978, and as a respected member of the Citadel Board of Visitors from January, 1979, to the present; and

Whereas, his illustrious military career spans the period January, 1942, until the present and includes a combat tour in the Pacific Theater with the United States Marines during World War II; numerous positions of great responsibility and trust in the South Carolina Army National Guard, including Commandant of the Palmetto Military Academy, Commander 2nd Brigade 30th Infantry Division, Assistant Commander 30th Infantry Division, Troop Commander of the South Carolina Army National Guard; and Adjutant General of the South Carolina National Guard from January, 1979, until the present; and

Whereas, during his distinguished years as State Adjutant General he has presided over an unprecedented peacetime expansion of the South Carolina National Guard. This growth includes a large number of personnel, modernization of equipment, and greatly increased responsibilities in the defense structure of the United States. As the National Guard has assumed a greater and more direct responsibility in our nation's defense, General Marchant's outstanding leadership and force of personality has ensured that the South Carolina National Guard, Army and Air, is prepared to take its place as a valuable and trusted force in the event of a national emergency. South Carolina units have consistently received outstanding ratings, with the South Carolina Army National Guard being the top Army National Guard program in the nation eight of nine years in which the rating procedure has been used. Further, the South Carolina National Guard under General Marchant's dedicated leadership has rendered valuable service to the State of South Carolina during numerous periods of natural disaster, including tornadoes and hurricanes. He is universally recognized as the best National Guard leader in the entire country and deservedly so. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

National Guard complex named

SECTION 1. The South Carolina National Guard Complex on Bluff Road in Columbia is named the "T. Eston Marchant National Guard Complex" in honor of South Carolina's distinguished Adjutant General and in recognition and appreciation of his many outstanding contributions and accomplishments.

Signs, markers; expend funds

SECTION 2. Signs or markers may be placed at the complex described in Section 1 so as to identify it appropriately as the T. Eston Marchant National Guard Complex, and funds which are necessary may be expended for this purpose to the extent available or appropriated.

Time effective

SECTION 3. This act takes effect upon approval by the Governor.
