The House assembled at 12:00 Noon.

Deliberations were opened with prayer by the Chaplain. of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

We thank You, Lord, for these moments when, at the beginning of each day, we lift our thoughts to You in prayer. You are readily available to hear us when we call and to answer us when we pray. Infuse us with Your presence for then the whole day will be changed for us, and we will be changed for this day. With You as our day long Companion, our aims will be right, and we will be sensitive to things worthwhile. Cause us, then, to use these moments of daily prayer to make our every thought and word what they ought to be, that we may do all things altogether pleasing to our God and Father. Help us to be steadfast in following You that every day may be a good day with good things done.

In Jesus' Name we pray. Amen.
