The House assembled at 12:00 Noon.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

When death comes suddenly and unexpectantly to a well known person, we are reminded anew of the uncertainty of life, that our sojourn on earth is like "a vapor, that appears for a little time, and vanishes away" (James 4:14b), that our existence is fragile at best. So teach us to live each day to the highest and fullest, knowing that yesterday is gone, today is, and tomorrow may never come. Save us from the fallacy of depending on our wisdom, ingenuity or position to justify us in God's sight. Revive within us the certain hope of a steadfast and unfaltering faith.

We pray to an all powerful God in Whom we live and move and have our being, the Giver and Sustainer of life. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

H. 3421 -- Rep. M.D. Burriss: A HOUSE RESOLUTION TO AUTHORIZE THE SOUTH CAROLINA CHAPTER OF THE NATIONAL HONOR SOCIETY TO USE THE HOUSE CHAMBER BETWEEN 12:00 NOON AND 2:00 P.M. ON FRIDAY, APRIL 7, 1989, FOR THE PURPOSE OF ELECTING ITS OFFICERS.

Whereas, Lower Richland High School of Richland County is the host school for the South Carolina Chapter of the National Honor Society; and

Whereas, this society is in need of the use of the chamber of the House of Representatives on Friday, April 7, 1989, for the purpose of electing its officers. Now, therefore,

Be it resolved by the House of Representatives:

That the South Carolina Chapter of the National Honor Society is authorized to use the House Chamber between 12:00 noon and 2:00 p.m. on Friday, April 7, 1989, for the purpose of electing its officers. If the House of Representatives is in statewide session, the chamber may not be used. No charge may be imposed for the use of the House chamber by the South Carolina Chapter of the National Honor Society for this purpose.

Be it further resolved that the State House security forces shall provide assistance and access as necessary for this meeting in accordance with applicable procedures.

Whereas, in 1987 the General Assembly created the South Carolina Folk Heritage Award to be presented each year by the General Assembly to South Carolina folk artists who have used their lives to create beauty and meaning for their communities and the State as a whole in ways that are significant because their work has lasted, often for hundreds of years; and

Whereas, the winners of the 1989 South Carolina Folk Heritage Award represent citizens who have demonstrated excellence in folk art and have maintained and enriched the lives of all persons of their communities and of the State through their unique talents; and

Whereas, the 1989 South Carolina Folk Heritage Award Advisory Committee has performed its duties admirably. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly invite the winners of the 1989 South Carolina Folk Heritage Award and the members of the 1989 South Carolina Folk Heritage Award Advisory Committee to attend a joint session of the House of Representatives and the Senate in the Hall of the House at 12:00 noon on Wednesday, April 5, 1989, and that the members of the General Assembly recognize and commend the 1989 South Carolina Folk Heritage Award winners for their outstanding contributions to folk art in South Carolina.

Amend the bill, as and if amended, by striking Section 50-1-25 of the 1976 Code, as contained in SECTION 1, and inserting:

/Section 50-1-25. (A) Bird dogs may be trained from October first through the opening of quail season each year.

(B) Rabbit dogs may be trained from September first through the opening of rabbit season each year.

(C) No game may be taken by persons engaged in bird dog or rabbit dog training during the training season.

(D) Persons engaged in bird dog or rabbit dog training during the season must have the appropriate hunting licenses and permits required pursuant to this title./
