COMMENDING MARGARET S. TOWNSEND FOR HER OUTSTANDING SERVICE AS ONE OF THE MEMBERS OF THE SOUTH CAROLINA STATE ELECTION COMMISSION FOR TWENTY-ONE YEARS AND THANKING HER FOR HER LOYALTY AND MANY CONTRIBUTIONS TO THE PEOPLE AND GOVERNMENT OF SOUTH CAROLINA.
Whereas, Margaret Townsend was appointed by Governor Robert E. McNair as one of the original members of the State Election Commission when it was created in January, 1969, and thereafter she served continuously until her last appointment expired in September, 1990; and
Whereas, the members of the General Assembly wish to commend Margaret Townsend for her twenty-one years of continuous service as a member of the State Election Commission; and
Whereas, Margaret Townsend was not paid for her twenty-one years of service and yet she was seldom absent from any State Election Commission meetings; and
Whereas, during Margaret Townsend's long years of service, the State of South Carolina has seen great improvement in the quality and conduct of voter registration and elections; and
Whereas, during Margaret Townsend's twenty-one years of service, the State of South Carolina was the first state to install a statewide computer system for voter registration which has served as a model for other states to follow; and
Whereas, also during Margaret Townsend's many years of service, the State of South Carolina was the first state to implement a state system of voter registration by mail and currently over fifty percent of all new voters register by mail; and
Whereas, due in large part to Margaret Townsend's efforts, the State of South Carolina has installed an automated system of voting in numerous counties which has modernized the conduct of elections by eliminating the use of paper ballots; and
Whereas, Margaret Townsend is highly deserving of recognition and thanks for her many loyal years of service. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly of the State of South Carolina, by this resolution, commends Margaret S. Townsend for her outstanding service as a member of the South Carolina State Election Commission for twenty-one years and thanks her for her many contributions to the people and government of South Carolina.
Be it further resolved that a copy of this resolution be forwarded to Margaret S. Townsend.
