The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Almighty God, Who has intended that we live together with justice and good will, give us the resolve to use Your teachings as our guide. Look with Your favor upon those who serve our Country, both at home and abroad. Grant unto all of us wisdom of mind, strength of character, soundness of plans, and so direct us in our decisions that peace and justice may prevail for the benefit of Your people. Make us steadfast in Your ways, obey Your laws, and remain faithful to the faith of our fathers, being assured by the words of the Psalmist: "Blessed is everyone who fears the Lord; that walks in His ways" (Psalm 128:1).

Amen.
