The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

We thank You, Lord God, for this new day, another gift from Your good and gracious hand. We thank You for challenges, and for skills with which to meet them. Cause us to ever know always that our abilities are a gift from God; how we use them is our gift to God. Imprint indelibly upon our minds that life is a movement, not a condition; a journey, not a resting place. Make of us good examples for others to follow, knowing that this is a valuable gift to give. Make us considerate of others, ever conscious that "minds are like parachutes; they only work when they are open".

Lord, in Your mercy hear our prayer. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

The Report of the Joint Legislative Workers' Compensation Study and Review Committee and the Governor's Advisory Committee for the Improvement of Workers' Compensation Laws was received and is printed in the Senate Journal, Friday, March 22.

The following Bills were taken up, read the third time, and ordered sent to the Senate.

H. 3449 -- Reps. Townsend and Cooper: A BILL TO AMEND SECTION 40-19-90, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE AUTHORITY OF THE SOUTH CAROLINA STATE BOARD OF FUNERAL SERVICE TO REGULATE THE PRACTICE OF FUNERAL SERVICE AND TO REQUIRE CONTINUING EDUCATION FOR LICENSEES, SO AS TO EXEMPT FROM THE CONTINUING EDUCATION REQUIREMENT PERSONS LICENSED TWENTY OR MORE YEARS, TO DELETE SURPLUS LANGUAGE, AND TO EXEMPT ALL LICENSEES FROM THE CONTINUING EDUCATION REQUIREMENT UNTIL THE BOARD OFFERS CORRESPONDENCE CONTINUING EDUCATION COURSES.

H. 3049 -- Rep. Keegan: A BILL TO AMEND SECTION 56-3-220, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DEALER "SOLD" CARDS ON VEHICLES, SO AS TO REQUIRE DEALERS TO AFFIX A CARD ON A SOLD VEHICLE AND TO REQUIRE CERTAIN IDENTIFYING INFORMATION ON THE CARD.
