The House assembled at 10:00 A.M.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

O Lord our God, in all reverence we open our hearts and lift our minds to You as we pray for guidance and wisdom as we face the hours of this day with all that it has to offer. May Your will come within us causing us to reach to nobler heights for You and for our fellowbeings. Bless us each one with strength, wisdom and good will. So abide in our hearts that we may be strong in following Your way. Keep us great in goodness and good in greatness. Give us hearts of compassion which produce deeds of kindly service and good will to all Your children.

May we be inspired by the Master Teacher who "went about doing good". Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

The following Bill was taken up, read the second time, and ordered to a third reading:

H. 4852 -- Reps. Inabinett, Hallman, D. Martin, Whipper, J. Bailey and Barber: A BILL TO AMEND CHAPTER 23, TITLE 57, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 20 SO AS TO DESIGNATE RIVER ROAD ON JOHNS ISLAND IN CHARLESTON COUNTY AS "RIVER ROAD SCENIC HIGHWAY".

Rep. WRIGHT moved to reconsider the vote whereby H. 4852 was given a second reading and the motion was noted.

At 10:10 A.M. the House in accordance with the ruling of the SPEAKER adjourned to meet at 12:00 Noon on Tuesday, May 19.
