EXPRESSING THE CONGRATULATIONS AND BEST WISHES OF THE MEMBERS OF THE SENATE TO MR. OTIS LIVINGSTON OF FLORENCE COUNTY, DIRECTOR OF THE PEE DEE REGIONAL TRANSPORTATION AUTHORITY, ON THE OCCASION OF HIS RETIREMENT.
Whereas, the members of the Senate note with mixed feelings the decision of Mr. Otis Livingston of Florence County, Director of the Pee Dee Regional Transportation Authority, to retire in June, 1994; and
Whereas, these mixed feelings arise because Mr. Livingston's well-earned retirement will be a great loss to the Pee Dee Regional Transportation Authority and the Pee Dee community; and
Whereas, Mr. Livingston has directed the day-to-day affairs of the authority since joining it in 1978 and has in that time seen it grow from a small federally-funded demonstration program to one of the largest rural transit operations in the nation, with passenger service increasing from fewer than fifty thousand passenger trips in 1978 to nearly one-half million passenger trips in 1993; and
Whereas, under his outstanding leadership, the authority has achieved state and national acclaim and has been the recipient of numerous awards for its operations, safety, financial responsibility, and innovative management; and
Whereas, his record of service to the authority has set a high standard for his successor and to all who labor in the public service; and
Whereas, it is appropriate for the members of the Senate to pause in their deliberations that they may note this milestone in the life of so distinguished a South Carolinian so that they might wish for him a happy and fulfilling retirement. Now, therefore,
Be it resolved by the Senate:
The members of the Senate, by this resolution, congratulate Mr. Otis Livingston of Florence County on the occasion of his retirement and express their good wishes that his retirement years may be happy and fulfilling.
Be it further resolved that a copy of this resolution be forwarded to Mr. Livingston.
