The Senate assembled at 12:00 Noon, the hour to which it stood adjourned and was called to order by the PRESIDENT.

A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, as we begin a new week, hear the words of St. Paul to the Corinthians (I Cor. 9:24-25): The Phillips rendering puts a new twist on an old passage:

"Do you remember how, on a racing-track, every competitor runs, but only one wins the prize? Well, you ought to run with your minds fixed on winning the prize! Every competitor in athletic events goes into serious training. Athletes will take tremendous pains... for a fading crown of leaves. But our contest is for an eternal crown that will never fade."

"I run the race then with determination. I am no shadowboxer; I really fight! I am my body's sternest master, for fear that when I have preached to others I should myself be disqualified."
Let us pray.

Our Heavenly Father, grant us the grace to modify our pace... if need be! To set new goals... if need be!

As life goes on around the world... and the news comes... the good and the bad; help us to run our race... taking our cue from St. Paul.

Inspire us... here... today to design such programs that will enrich the quality of our common life.

S. 343 -- Senator Setzler: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-20-23 SO AS TO PROVIDE THAT IN AN ASSESSMENT APPEAL OF MANUFACTURING PROPERTY WHEN THE AMOUNT IN DISPUTE EXCEEDS THIRTY PERCENT OF A SCHOOL DISTRICT'S ASSESSED VALUE AND THE APPEAL EXTENDS FOR MORE THAN TWO YEARS, THE INDEX OF TAXPAYING ABILITY FOR THE DISTRICT MUST BE COMPUTED USING THE VALUE ASSERTED BY THE TAXPAYER IN THE APPEAL.

Amend the bill, as and if amended, page 1, line 31, in Section 61-3-1000, as contained in SECTION 1, by inserting after the word /closed/ the following:

/. A retail liquor dealer may have no more than two signs to indicate the hours of operation of the business and no more than two signs to indicate whether the business is open or closed. These signs must be on the licensed premise and may not exceed twelve inches in height and sixteen inches in width. Letters on the signs must be white with a red or black background, red with a white or black background, or black with a red or white background/ .

Amend title to conform.
