TO REQUEST THE SOUTH CAROLINA PUBLIC SERVICE AUTHORITY TO ALLOW LICENSED REAL ESTATE APPRAISERS LOCATED IN THE SANTEE-COOPER AREA OF CLARENDON, SUMTER, ORANGEBURG, AND CALHOUN COUNTIES WHO ARE NOT MAI OR SRA CERTIFIED AN OPPORTUNITY TO BID ON THE CONTRACT TO APPRAISE THE PROPERTY IN THEIR COUNTIES WHICH WILL BE SOLD BY THE SOUTH CAROLINA PUBLIC SERVICE AUTHORITY.
Whereas, the South Carolina Public Service Authority owns property on Lakes Marion and Moultrie; and
Whereas, portions of this property owned by the South Carolina Public Service Authority are located in Clarendon, Sumter, Orangeburg, and Calhoun Counties; and
Whereas, a portion of this property in the aforementioned counties has been leased by residents for the purpose of residential homes, recreation, and leisurely activities; and
Whereas, the South Carolina Public Service Authority has determined that said leased property is to be sold to lessees; and
Whereas, the leased property owned by the South Carolina Public Service Authority must be appraised for purposes of estimating and determining a sales price for purchase by lessees; and
Whereas, the South Carolina Public Service Authority has required that said appraisals are to be conducted only by MAI or SRA certified appraisers; and
Whereas, there are no MAI or SRA certified appraisers located in Clarendon, Sumter, Orangeburg, or Calhoun Counties; and
Whereas, the exclusion of state certified real estate appraisers in Clarendon, Sumter, Orangeburg, and Calhoun Counties because they are not MAI or SRA certified appraisers will eliminate a substantial group of appraisers living in the Santee-Cooper area who are most knowledgeable and experienced about the value of the property to be sold from the opportunity to bid on the project. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the General Assembly requests the Public Service Authority to allow South Carolina licensed real estate appraisers located in the Santee-Cooper area of Clarendon, Sumter, Orangeburg, and Calhoun Counties who are not MAI or SRA certified an opportunity to bid on the contract to appraise the property in their counties which will be sold by the South Carolina Public Service Authority.
Be it further resolved that a copy of this resolution be forwarded to the Clerk of the Senate, Chairman of the Board of the South Carolina Public Service Authority, and the Board of the South Carolina Public Service Authority.
