A JOINT RESOLUTION

TO REQUIRE THE HUMAN RESOURCES COORDINATING COUNCIL, IN COOPERATION WITH THE BUDGET AND CONTROL BOARD'S OFFICE OF HUMAN RESOURCES, TO SUBMIT TO THE GENERAL ASSEMBLY A PLAN FOR THE TRAINING OF STATE EMPLOYEES TO DELIVER CERTAIN SERVICES EFFICIENTLY, COST-EFFECTIVELY, AND CROSS-CULTURALLY AND REPORT ANNUALLY ON THE IMPLEMENTATION OF THIS JOINT RESOLUTION.

Whereas, the General Assembly finds that the state's socio-cultural groups of color including, but not limited to, African Americans, Asian Americans, Hispanic Americans, and Native Americans, have historically had limited access to the structures that plan and administer health service systems; and

Whereas, the General Assembly finds that delivering state-sponsored services in a manner that takes into account the differences among the state's citizens can help to assure that the services are delivered cost-effectively and can provide the greatest benefit to those for whom the services are intended; and

Whereas, the General Assembly finds that despite these limitations, South Carolina has benefited in great measure from the rich heritage of her culturally diverse population and, in appreciation of this diversity, recognizes the necessity to be cognizant of the varied approaches necessary to the delivery of human services whenever those services are delivered by the State or an agency of the State; and

Whereas, the General Assembly wishes to ensure that all services delivered to the people of South Carolina by the State or its agencies are delivered in the most efficient and cost-effective manner possible; and

Whereas, by the passage of this resolution, the General Assembly expresses its desire that all state health and human services agencies adopt a culturally competent system of care, a process by which all deliverers of human services, by the State or its agencies, shall gain an appreciation of the rich cultural diversity of the people of South Carolina and the cultural strengths inherent in all cultures and shall be trained in service adaptation as a way to plan and deliver services efficiently, cost-effectively, and cross-culturally. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1. The Human Services Coordinating Council, in cooperation with the Budget and Control Board's Office of Human Resources, shall submit to the General Assembly a plan for the appropriate training of state employees in keeping with the findings and the intent of the General Assembly set forth in this joint resolution and report annually on the implementation of this joint resolution, beginning not later than January 1, 1999.

SECTION 2. This joint resolution takes effect upon approval by the Governor.
