The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.
A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, the Psalmist in Psalm 8 celebrates God's glory and mankind's God-given dignity in the elegant cadences of the King James Version of the Bible.
Let us pray his words:
"When I consider thy heavens, the work of thy fingers, the moon and the stars, which thou hast ordained;
What is man, that thou art mindful of him and the son of man, that thou visiteth him?
For thou has made him a little lower than the angels, and has crowned him with glory and honour.
Thou madest him to have dominion over the works of Thy hands; Thou has put all things under his feet;
All sheep and oxen, yea, and the beasts of the fields; the fowl of the air, and the fish of the sea, and whatsoever passeth through the paths of the seas.
O LORD OUR LORD, HOW EXCELLENT IS THY NAME IN ALL THE EARTH!"
Amen!

The PRESIDENT called for Petitions, Memorials, Presentments of Grand Juries and such like papers.
