The Senate assembled at 2:00 P.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear the Psalmist in Psalm 90, verse 12:

"So teach us to count our days that we may gain a wise heart."
Let us pray.

Father, this business of government has been declared an art!

Even Shakespeare said,

"There is a tide in the affairs of men,

Which, taken at the flood, leads on to fortune;

Omitted, all the voyage of their life

Is bound in shallows, and in miseries:

And we must take the current when it serves,

Or lose our ventures."

But, somehow, as we struggle with the priority and timing of our issues, we feel that the Psalmist said it best. So we pray with the Psalmist:

"So teach us to count our days that we may gain a wise heart."
