The Senate assembled at 12:40 P.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear the Psalmist's lament over the Destruction of Jerusalem. Psalm 137:1f:
"By the rivers of Babylon--(less than 50 miles from Baghdad) there we sat down and there we wept when we remembered Zion. On the willows there we hung up our harps."
Let us pray.
Father, these are days of decision when many in our Legislature are identifying issues, public and private. Some are wrestling with personal decisions. Some are wondering whether the hassle is worth the struggle. We do not ask for easy task but for strength and guidance to do our duty, and courage to persevere!

In our soul-searching we remember the words of Sir Walter Scott:

"Breathes there the man with soul so dead, Who never to himself hath said: 'THIS IS MY OWN, MY NATIVE LAND'."

Give us loyal ones with patriots' dreams -- and patriots' commitments.
Amen.

Remarks by Senator McCONNELL

Ladies and Gentlemen of the Senate, it is my pleasure to have here today for an introduction one of our Hunley Commission Members, Mr. William L. Schachte, Jr., who is a retired U.S. Navy Rear Admiral, who has been very instrumental in going to Washington and eventually getting the H.L. Hunley into custody. He is what we call our backchanneler. He handled all of our negotiations behind the scenes and has backchanneled everything through the development of the Hunley project.

He is here and is with a friend and business associate, Mr. Sam Box, who is President and CEO of Foster Wheeler Environmental Corporation. They are here in the balcony. If they could please stand so that the Senate can recognize them.

Senator MOORE: If I may, we are glad to have you. Foster Wheeler is a great group. I have some information and knowledge about them and they are a great group.
