VERSIONS OF THIS BILL
TO COMMEND AND CONGRATULATE RICHLAND COUNTY SHERIFF LEON LOTT ON BEING NAMED "SHERIFF OF THE YEAR" FOR 2004 BY THE SOUTH CAROLINA SHERIFFS' ASSOCIATION AND TO WISH HIM CONTINUED SUCCESS IN THE FUTURE.
Whereas, the members of the House of Representatives were delighted to learn that Richland County Sheriff Leon Lott was named "Sheriff of the Year" by the South Carolina Sheriffs' Association on March 8, 2005; and
Whereas, this coveted award is presented to the Sheriff who exemplifies excellence and leadership in law enforcement in South Carolina, qualities which aptly describe Sheriff Lott; and
Whereas, a veteran with thirty years of law enforcement experience, Sheriff Lott has set a standard of excellence time and again as he rose through the ranks; achieving the rank of Captain at the Richland County Sheriff's Department, Police Chief in St. Matthews, and presently Richland County Sheriff; and
Whereas, his dedication to the citizens of the Richland County community is evident through the results and progress achieved during his tenure; and
Whereas, under his leadership, Richland County has seen a 12.4 percent reduction in crime and a two hundred percent increase in citizen volunteerism and crime watches; and
Whereas, Sheriff Lott's mission, improving the quality of life of the citizens of Richland County by maintaining a high standard of professional accountability, reducing the fear of crime, and reducing the fear of retaliation from those persons who constitute the criminal element within the county, is currently being accomplished through the collaborative efforts of the Sheriff's Department and the community; and
Whereas, one initiative enacted to reach this goal is the "PROFESSIONAL ACT" program, which is an acronym for three fundamental principles: accountability, communication, and teamwork. Through this program Sheriff Lott has built an inter-departmental communication and operating system that holds all personnel to a high standard and expectation of success in each of these areas. Each division holds everyone accountable for building collaborative policing strategies and community partnerships; and
Whereas, the members of the House of Representatives are proud to recognize Sheriff Leon Lott for his devotion to law enforcement and the Richland County Community and congratulate him on being named "Sheriff of the Year" for 2004 by the South Carolina Sheriffs' Association. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives, by this resolution, commend and congratulate Richland County Sheriff Leon Lott on being named "Sheriff of the Year" for 2004 by the South Carolina Sheriffs' Association and wish him continued success in the future.
Be it further resolved that a copy of this resolution be forwarded to Richland County Sheriff Leon Lott.
