A JOINT RESOLUTION

TO CREATE A COMMITTEE TO STUDY STEPS TO BE TAKEN TO IMPROVE TRANSPORTATION MEANS FOR THE STATE'S SENIOR AND DISABLED PERSONS, TO PROVIDE FOR THE STUDY COMMITTEE MEMBERSHIP, AND TO REQUIRE THAT THE STUDY COMMITTEE REPORT ITS FINDINGS AND RECOMMENDATIONS TO THE GENERAL ASSEMBLY BEFORE JANUARY 14, 2007, AT WHICH TIME THE STUDY COMMITTEE IS ABOLISHED.

Whereas, according to the United States Department of the Census, in 2000, almost thirty five million Americans were age 65 or older; and

Whereas, seniors, like members of other age groups, have a variety of transportation available to them. Seniors, like most Americans, generally view driving their cars as the transportation alternative of choice for getting where they need to go; and

Whereas, even though the automobile is the vehicle of choice, many senior and disabled Americans have a number of other options available to them. Public transit, paratransit, private transit, and specialized options for special groups that target or at least included senior and disabled citizens are available in most urban communities and a growing number of rural communities. A variety of transit options such as motorized off road vehicles and non-motorized bicycles also may be available; and

Whereas, recognition of the availability of transportation alternatives and a better understanding of appropriateness to senior and disabled citizens could have a significant impact on traffic safety by reducing the pressure on older and disabled drivers to continue driving despite the onset of age-related and functional disabilities that compromise their safety. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created a committee to study and report to the General Assembly the transportation needs of the State's senior and disabled citizens with the goal to find ways to improve the quality of transportation for this segment of the State's population.

(B)    The committee is composed of the following members:

(1)    two persons appointed by the Governor;

(2)    two members of the Senate, appointed by the President Pro Tempore of the Senate;

(3)    two members of the House of Representatives, appointed by the Speaker of the House of Representatives; and

(4)    the Director of the Department of Transportation or his designee.

(C)    The members of the committee shall serve until their successors are appointed and qualify or the committee is dissolved. Vacancies on the committee must be filled in the manner of the original appointment and for the remainder of the unexpired term. The committee is co-chaired by the senior majority member of the Senate and the senior majority member of the House of Representatives who are serving on the committee.

(D)    The staffing for the committee must be provided by the standing committees of the House of Representatives and the Senate having oversight over the Department of Transportation, and by the employees of the Department of Transportation as the committee determines to be appropriate.

(E)    The committee must render its report and recommendations to the General Assembly before January 14, 2007, at which time it is dissolved.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
