Whereas, according to the Department of Labor, most of the new jobs created throughout the United States in the past decade have come from the creative efforts of entrepreneurs and small businesses, which have been expanding and advancing technology and fueling the recent growth in the economy; and
Whereas, one of the keys to prosperity for our State is entrepreneurship, led by men and women who live out the values that go with it, specifically, individual freedom, integrity, responsibility, and self-reliance; and

Whereas, one of the rightful roles of government is to encourage people who take entrepreneurial risks, work hard, and succeed. Accordingly, the General Assembly, grateful for the accomplishments of South Carolina's own entrepreneurs, takes great pleasure in saluting them and their visionary contributions to the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, declare the week of February 23 through March 1, 2008, as "Entrepreneurship Week" in South Carolina, in recognition of the ongoing social and economic contributions to the American way of life made by South Carolina's entrepreneurs.

Whereas, local school board members work with parents, businesses, education professionals, and other community members to create the educational vision we want for our students; and

Whereas, this year's theme "School Boards: Leading Voices For South Carolina Public Schools" reflects the efforts of local school board members to advocate for public education with local, state, and federal leaders; and

Whereas, School Board Appreciation Month provides an opportunity to build stronger relationships between and among the thousands of South Carolinians who champion the mission of public education and school board members. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the South Carolina General Assembly recognizes the contributions of the State's local school boards to the academic success of its public school students and expresses its sincerest appreciation to local board members for their focus on the well-being and achievement of children throughout the State.

Be it further resolved that the South Carolina General Assembly declares January 2008 as School Board Member Recognition Month in South Carolina, and encourages local school districts and community leaders to appropriately recognize our State's dedicated school board members.

H. 4417 (Word version) -- Reps. G. R. Smith and Bedingfield: A HOUSE RESOLUTION RECOGNIZING HILLCREST HIGH SCHOOL'S PERFECT 2007 VOLLEYBALL SEASON AND THE LADY RAMS' SECOND CONSECUTIVE AAAA STATE CHAMPIONSHIP TITLE.

Whereas, the Hillcrest High School Lady Rams of Simpsonville posted a perfect 26-0 record in AAAA volleyball for the 2007 season; and

Whereas, that final win was a 25-23 victory over the Wando Warriors for the second consecutive AAAA state volleyball title earned by the Rams; and

Whereas, the defending champions, coached by perennial Region 2-AAAA Coach of the Year Lynn Avant, used the stellar talents and court experience of their seven seniors to breeze through the 2007 playoffs, winning the Upper State title in three games over Dorman High School, before hanging on to the State crown with three straight wins over Wando; and

Whereas, the Lady Rams' All-State setter, senior Ashley Marshall, led the team in its win for the second straight championship with 17 assists and 13 kills. All-State middle hitter Kelly Kirby, also one of the graduating seniors, had 16 assists and 14 kills; and All-Region senior Laura Jeroszko, contributed 8 kills to the victory; and

Whereas, Tina Shelly and Kristen Potts also were tapped for the All-Region team; and

Whereas, while the repeat as State AAAA Volleyball champs for 2007 was the fulfillment of expectations raised by the 2006 title and the return of the seven seniors, it was nonetheless sweet - perhaps bittersweet in that it was the last time the senior seven would play together; and

Whereas, the House of Representatives is always proud to recognize the outstanding athletic champions of this State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize Hillcrest High School's perfect 2007 volleyball season and the Lady Rams' second consecutive AAAA State championship title.

Be it further resolved that a copy of this resolution be presented to Coach Lynn Avant and the Lady Rams Volleyball team.

Whereas, the members of the South Carolina House of Representatives take great pleasure in recognizing the hard work which garnered a state championship title for the Silver Bluff High School marching band on October 27, 2007, in a competition held at Batesburg-Leesville High School; and

Whereas, the band has been so distinguished for the past twenty-six years as to acquire twenty-two such trophies and thus bring acclamation to the entire school; and

Whereas, the director of Silver Bluff High School marching band, Kristin Brown, returned to her alma mater, where she was trained in a tradition of musical excellence. There she became only the second woman to direct a high school band in South Carolina to win a state championship and the first director in the State to win the title in the first year as director; and

Whereas, the band performed their routines by perfecting their timing along with flute trills, baritone vibrations, and swirling colors; and

Whereas, drum major Travis Broom led the marching band in precise movements on the field throughout the year and in the state championship competition; and

Whereas, the members of the Silver Bluff marching band have brought recognition to their school and to the State of South Carolina through their diligence and through the pursuit of excellence in their musical skills and talents. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives recognize and commend the members of the Silver Bluff High School marching band and their director, Kristin Brown, for their stellar performance in capturing the 2007 Class AA state band competition championship.

Whereas, the Georgetown County Debs under the able direction of Coaches Pat Wildes and Nelson Brown captured the title in their division for the Dixie Softball World Series with the assistance of many talented players, not the least of whom are Cea Knox and Amber Mahaffey, both of whom pitched in the previous year's World Series competition; and

Whereas, the twelve outstanding athletes on the Georgetown County Debs scored fourteen runs to the two runs of their competitors in the final game of the World Series to secure the title in a perfect 5-0 win; and

Whereas, in the five-game series, Georgetown captured the championship by allowing only three runs from opponents but scored an impressive thirty-seven runs in those games; and

Whereas, some three thousand young people in ninety-seven towns and cities in South Carolina benefit from the Dixie Softball program at all levels; and

Whereas, founded in 1976, Dixie Softball promotes the development of strong character, a right attitude, and a sense of responsibility and citizenship in youngsters, using the game of softball as a vehicle. Now, therefore,

Be it resolved by the House of Representatives:
That the members of the House of Representatives of the State of South Carolina, by this resolution, pause in their deliberations to congratulate the athletes of the Georgetown County Dixie Softball Debs for their success over the eleven competing teams and for their outstanding victory in the Dixie Softball World Series in Marianna, Florida.

Whereas, the members of the South Carolina General Assembly were deeply saddened by news of the death of Spartanburg County Sheriff Deputy Kevin Earl Carper on February 27, 2007; and

Whereas, suffering mortal wounds to the chest while attempting to apprehend a fleeing suspect from a traffic stop, Deputy Carper was the first officer to die in the line of duty in Spartanburg County since 1967; and

Whereas, Deputy Carper was born on November 19, 1967, in Anderson, Indiana. He was the son of Donald Eugene Carper and Pax Pauline Parker Carper; and
Whereas, he was the devoted husband to his wife, Andrea Fowler Carper, and the proud father of three daughters, Kyleigh, Mary Kate, and Caroline; and

Whereas, Deputy Carper was a graduate of the South Carolina Police Academy and a member of the Southern States Police Benevolent Association; and

Whereas, dedicated to his church community, he regularly attended St. James United Methodist Church with his family and participated in many church activities; and

Whereas, described as a "natural cop", Deputy Carper believed he was born to become a law enforcement officer, and is remembered by his colleagues as always being eager to help and never in a bad mood; and

Whereas, earning respect and admiration from his peers, Deputy Carper remained humble and grounded, describing other officers as "more worthy" on the occasion of his winning a Deputy of the Month Award; and

Whereas, it is fitting and proper for the members of the South Carolina General Assembly to pause in their deliberations to create a lasting memorial to Spartanburg County Deputy Sheriff Kevin Earl Carper who made the ultimate sacrifice while in the line of duty, by naming the bridge that crosses Interstate Highway 85 along South Carolina Highway 129 in Spartanburg County in his honor. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, request that the Department of Transportation name the bridge that crosses Interstate Highway 85 along South Carolina Highway 129 in Spartanburg County the "Deputy Kevin Earl Carper Bridge" and erect appropriate markers or signs at this bridge that contain the words "Deputy Kevin Earl Carper Bridge".

Whereas, the society's mission is to bring together those people interested in the preservation of the history of textiles in Greenville County, to research, document, and preserve that history, to raise public awareness of the role textiles played in the growth and development of Greenville County, and to ensure the heritage of this era is recognized and taught to future generations; and

Whereas, a vital part of the society's efforts is its designation and celebration of the first full week in October as the annual "Textile Heritage Week"; and

Whereas, the State of South Carolina is proud of its long association with textiles and the vital role textiles played in our economy and our culture. Now, therefore,

Whereas, Reverend Robert "Bob" Snider, Jr., was born on November 8, 1942, in Berkeley County, the fifth child of the late Mr. Robert Snider, Sr., and the late Mrs. Lucinda Ramsey Snider, and entered into eternal rest on July 27, 2007; and

Whereas, he received his early education in the public schools of Berkeley County. He received his theological training at the L. R. Nichols Theological Seminary Extension in Charleston, South Carolina, and his professional law enforcement training at the South Carolina Police Academy and Trident Technical College; and

Whereas, his career in the field of law enforcement allowed him to become known by many people throughout Berkeley County and the State; and

Whereas, Reverend Snider became the first African-American Chief of Police in the Town of Jamestown, and retired from a successful career as a law enforcement officer with thirty-two years of dedicated service; and

Whereas, he was a faithful member of Wesley African Methodist Episcopal Church in Shulerville, South Carolina, where he served as an associate minister, and later as the second assistant pastor; and

Whereas, Reverend Snider was married for over forty years to the former Ms. Inez Lampkin, and together they were blessed with three sons and one daughter; and

Whereas, it is fitting and proper for the members of the General Assembly to name a portion of South Carolina Highway 45 in Berkeley County after this son of South Carolina and faithful servant of God. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, request that the Department of Transportation name the portion of South Carolina Highway 45 in Berkeley County from its intersection with United States Highway 17 to a point eight miles east of this intersection the "Reverend Robert 'Bob' Snider, Jr. Highway", and erect appropriate markers or signs along this highway that contain the words "Reverend Robert 'Bob' Snider, Jr. Highway".
