A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR JOSHUA CASTLEBERRY, INSTRUCTOR AND ACADEMIC PROGRAM MANAGER FOR CENTRAL CAROLINA TECHNICAL COLLEGE IN SUMTER, AND TO CONGRATULATE HIM UPON BEING NAMED THE SOUTH CAROLINA GOVERNOR'S 2013 PROFESSOR OF THE YEAR FOR TWO-YEAR COLLEGES.

Whereas, the members of the South Carolina House of Representatives are pleased to learn that Joshua Castleberry has been named the Governor's 2013 Professor of the Year for two-year colleges; and

Whereas, in the twenty-fifth anniversary of this award, recipients of the prestigious South Carolina Governor's 2013 Professors of the Year were chosen from a total of thirty candidates in public and private two-year and four-year institutions to honor those who demonstrate exceptional teaching performance, scholarship, and service because they exemplify excellence in teaching and student advising; and

Whereas, the South Carolina Higher Education Foundation honored the Governor's Professors of the Year and the Distinguished Professors nominees at a luncheon on Thursday, March 7, 2013, at the Capstone Building at the University South Carolina; and

Whereas, after earning a bachelor's degree in biology, Joshua Castleberry had planned to pursue his lifelong love of the outdoors through a career as a wildlife biologist with the Department of Natural Resources, but after graduation, a hiring freeze forced him to accept a teaching position until a more desirable job would materialize; and

Whereas, after he realized that sharing his conservationist ethic and love of the environment in an educational setting was far more enjoyable than any job he could have ever hoped for, he decided to pursue a master's degree in his preferred field, environmental science; and

Whereas, he augmented his education and experience with certifications in such areas as OSHA General Industry Outreach Trainer, HAZWOPER, Certified Erosion Prevention & Sediment Control Inspector, and D-level licensed Biological Wastewater Operator; and

Whereas, after two years at Central Carolina Technical College, he was promoted to program manager for the Environmental Engineering Technology Department, and under his leadership, the department's program was changed to a distance-education format, and three supporting workforce development certificates were created, more than doubling the number of students in the department without sacrificing the quality of education; and

Whereas, Mr. Castleberry serves the college community as the recycling coordinator, an active member of the Health and Wellness committee, and the campus contact for issues concerning sustainability and environment; and

Whereas, in his community, he serves on the Sumter Earthday committee and the Sumter Stormwater Solutions committee, and he has served as the merit badge coordinator for Troop 339's Hornaday Weekend, a weekend dedicated to the eponymous award which is presented to scouts who focus on conservation; and

Whereas, he serves on the state level with the North American Amphibian Monitoring Program and the Environmental Education Association of South Carolina, and he chairs the Swamp Fox district of the Water Environment Association of the State; and

Whereas, a dedicated family man, he and his beloved wife, Cassie, are rearing two fine children, Samara and Wesley, amid the care of horses, snakes, turtles, dogs, cats, bees, chickens, and gardens on their idyllic home in South Carolina; and

Whereas, the members of the South Carolina House of Representatives appreciate the significant contributions that Joshua Castleberry has made to education in the Palmetto State and celebrate with pride his selection as the South Carolina Governor's 2013 Professor of the Year for two-year colleges. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and honor Joshua Castleberry, instructor and academic program manager for Central Carolina Technical College in Sumter, and congratulate him upon being named the South Carolina Governor's 2013 Professor of the Year for two-year colleges.

Be it further resolved that a copy of this resolution be provided to Joshua Castleberry.
