A BILL

TO AMEND ACT 613 OF 1986, AS AMENDED, RELATING TO SCHOOL DISTRICTS IN RICHLAND COUNTY, SO AS TO PROVIDE THAT FOUR OF THE SEVEN TRUSTEES OF RICHLAND COUNTY SCHOOL DISTRICT TWO MUST BE ELECTED FROM SINGLE-MEMBER DISTRICTS BEGINNING WITH THE 2018 GENERAL ELECTION, TO PROVIDE THE MANNER IN WHICH THE SINGLE-MEMBER DISTRICTS ARE DETERMINED, AND TO PROVIDE THE REMAINING THREE TRUSTEES SHALL CONTINUE TO BE ELECTED AT LARGE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 3 of Act 613 of 1986 is amended to read:

"Section 3. In Richland School District No. 2, all trustees must be elected from the school district at large. In 1986 and every four years thereafter, successors to the members of the board of School District No. 2 whose terms expire in 1986 must be elected. In 1988 and every four years thereafter, successors to the members of the board of School District No. 2 whose terms expire in 1988 must be elected. (A)(1)        Beginning with the 2018 general election, in Richland County School District 2, one trustee must in the manner provide by law be elected from each of the four defined single-member election districts as defined in Richland County School District 2 map S-79-02-15, as maintained in the South Carolina Revenue and Fiscal Affairs Office. The demographic information shown on this map is as follows:

(2)    The four members elected from the defined single-member election districts must be elected in a nonpartisan election to be conducted at the same time as the 2018 general election for terms of four years each.

(B)    The three trustees on the Richland County School District 2 Board of Trustees whose terms expire in 2016 must continue to be elected at large for terms of four years each."

SECTION    2.    This act takes effect upon approval by the Governor.
