A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR FRED CAVANAUGH, THE MAYOR OF THE CITY OF AIKEN, UPON THE OCCASION OF HIS RETIREMENT AFTER THIRTY YEARS OF EXEMPLARY SERVICE, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, it is altogether fitting and proper that the members of the South Carolina House of Representatives should pause in their deliberations to express their gratitude to Fred Cavanaugh for his unmatched enthusiasm and passion for his community and for his significant contributions to the City of Aiken; and

Whereas, born in Richmond, Virginia, he moved to Aiken in 1953, entering Aiken High School as a sophomore. He earned a bachelor's degree from the Virginia Military Institute and served with distinction in the United States Air Force; and

Whereas, Mr. Cavanaugh retired in 1995 from a successful career at the Savannah River Site, having become an Aiken City Council member ten years earlier in 1985; and

Whereas, for his last two years on the Aiken City Council, he served as mayor pro tem, and when the late Mayor H. Odell Weeks fell ill and announced he would not run in 1991, Mr. Cavanaugh decided he would seek the office; and

Whereas, during Mayor Cavanaugh's tenure, the City of Aiken has blossomed into one of the most attractive cities in the State, receiving recognition as an All-America City in 1997 from the South Carolina Municipal Association for its demonstrated ability to solve problems by harnessing public, private, and nonprofit resources to effect change; and

Whereas, while he was mayor, the City of Aiken increased its involvement with local schools and mounted substantial efforts to preserve historic buildings and natural amenities, developing a vibrant downtown through revitalization and fostering one of the state's best recreation programs; and

Whereas, in the past few years, the Mayor and the Aiken City Council have focused on the city's Northside and on projects to expand the infrastructure. Mayor Cavanaugh carefully notes that the city has not experienced an increase in property taxes for nearly thirty years although it has levied a one percent hospitality tax; and

Whereas, one of his fondest memories as mayor is the many letters children have written him, which he treasures and keeps. A man of genuine character, he plans to continue his visits to schools; and

Whereas, his beloved wife of forty years, Lee, has been a devoted first lady for the Town of Aiken and his strongest supporter through the journey the two started together; and

Whereas, initially he plans to spend his many hours of retirement getting a little rest by allowing himself a while not to be involved and to work on his wife's "honey-do" list of home repairs; and

Whereas, the South Carolina House of Representatives is grateful for the unparalleled legacy of community service that Fred Cavanaugh is leaving the Town of Aiken as he retires, especially through his dedication to molding young minds, visiting schools, and speaking personally with countless students over the years. The members wish him many years of enjoyment in his well-earned retirement. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Fred Cavanaugh, Mayor of the Town of Aiken, upon the occasion of his retirement after thirty years of exemplary service, and wish him continued success and happiness in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Mayor Fred Cavanaugh.
