A CONCURRENT RESOLUTION

TO RECOGNIZE AND COMMEND THE HONORABLE TIMOTHY EUGENE "TIM" SCOTT, UNITED STATES SENATOR FROM SOUTH CAROLINA, FOR HIS MANY OUTSTANDING ACHIEVEMENTS AND FOR HIS MEANINGFUL SERVICE TO THE CITIZENS OF THE GREAT STATE OF SOUTH CAROLINA.

Whereas, it is altogether fitting and proper that the members of the South Carolina Senate should pause in their deliberations to express profound appreciation to the Honorable Timothy Eugene "Tim" Scott for his significant contributions to the Palmetto State; and

Whereas, born in North Charleston on September 19, 1965, Tim Scott grew up poor in a single parent household where he learned the importance of faith, hard work, and living within your means, as he watched his mother work sixteen-hour days as a nursing assistant to support him and his older brother, who is a sergeant major in the United States Army; and

Whereas, he attended Presbyterian College from 1983 to 1984 on a partial football scholarship and earned a Bachelor's of Science in Political Science from Charleston Southern University in 1988; and

Whereas, in 1995, he won a special election for the Charleston County Council, receiving nearly eighty percent of the vote in the white-majority district, and he served from 1995 to 2008. In 2007, he served as the chairman of the Charleston County Council; and

Whereas, during his tenure, he chaired the Economic Development Committee and boldly supported posting the Ten Commandments outside the county council chambers to remind members of the absolute rules they should follow; and

Whereas, in 2008, Tim Scott ran for District 117 of the South Carolina House of Representatives and won the Republican primary with fifty-three percent of the vote against two opponents. He won the general election unopposed and served one term from 2009 to 2011, with assignments on the Judiciary; Labor, Commerce and Industry; and Ways and Means committees; and

Whereas, in November 2010, he was elected to the United States House of Representatives for South Carolina's 1st congressional district. He served from 2011 to 2013, assigned to the Committee on Rules and the Subcommittee on Rules and the Organization of the House, before being appointed to the United States Senate by Governor Nikki Haley to fill the seat vacated by Jim DeMint upon his retirement; and

Whereas, Senator Scott became the junior senator for South Carolina when he assumed office on January 2, 2013. In 2014, he ran in a special election for the final two years of the term as a fiscal and cultural conservative, was endorsed by Tea Party groups, and won the seat; and

Whereas, one of two African Americans serving in the United States Senate, Senator Scott is the first African-American senator from South Carolina and the first elected from the South since the late 1800s. He is also the first African American to have been elected to both the House of Representatives and the Senate; and

Whereas, in addition to his impressive political career he owned an insurance agency, Tim Scott Allstate, and was a partner in a real estate firm before entering the United States House of Representatives; and

Whereas, with deep appreciation for his many remarkable accomplishments and for his noteworthy service to our State and our nation, the South Carolina Senate welcomes Senator Tim Scott to Greenville. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina Senate, by this resolution, recognize and commend the Honorable Timothy Eugene "Tim" Scott, United States Senator from South Carolina, for his many outstanding achievements and for his meaningful service to the citizens of the great State of South Carolina.

Be it further resolved that a copy of this resolution be presented to the Honorable Timothy Eugene "Tim" Scott.
