A JOINT RESOLUTION

TO CREATE A STUDY COMMITTEE TO STUDY THE FEASIBILITY AND COST EFFECTIVENESS OF CONSOLIDATING SCHOOL DISTRICTS WITHIN THE INDIVIDUAL COUNTIES OF THIS STATE, TO PROVIDE FOR THE DUTIES OF THE COMMITTEE AND FOR ITS MEMBERSHIP, AND TO REQUIRE THE COMMITTEE TO REPORT ITS FINDINGS TO THE GENERAL ASSEMBLY BY JANUARY 31, 2019, AT WHICH TIME THE STUDY COMMITTEE IS ABOLISHED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    There is created a study committee to study the feasibility and cost effectiveness of consolidating the school districts within the individual counties of this State. In making its determinations, the study committee shall consider potential savings that may occur from the centralization of the administrative and programmatic functions of the several districts.

(B)    The study committee is composed of the following five members:

(1)    one member appointed by the Speaker of the House of Representatives;

(2)    one member appointed by the President Pro Tempore of the Senate;

(3)    one member appointed by the Governor;

(4)    the State Superintendent of Education or his designee, who shall serve ex officio; and

(5)    one member who serves as a superintendent of a school district of this State, appointment by the State Superintendent of Education.

(C)    The study committee shall report its findings to the General Assembly by January 31, 2019, at which time the committee is abolished.

(D)    The members shall serve without compensation and may not receive mileage or per diem.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
