To whom was referred a Concurrent Resolution (S. 356) to request the Department of Transportation name the portion of Capital Way in the Town of Manning from its intersection with Commerce Street to its intersection with Paxville Highway, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass:

TO REQUEST THE DEPARTMENT OF TRANSPORTATION NAME THE PORTION OF CAPITAL WAY IN THE TOWN OF MANNING FROM ITS INTERSECTION WITH COMMERCE STREET TO ITS INTERSECTION WITH PAXVILLE HIGHWAY "HOLMES NATHANIEL SMITH, JR. MEMORIAL STREET" AND ERECT APPROPRIATE MARKERS OR SIGNS ALONG THIS STREET CONTAINING THIS DESIGNATION.
Whereas, Clarendon County Sheriff's Office Deputy Holmes Nathaniel Smith, Jr., was born on June 15, 1969, in Columbia, South Carolina, to the late Master Sergeant Holmes Nathaniel Smith, Sr., and Frances Elizabeth Smith, and departed this life in an automobile accident on November 5, 2014; and
Whereas, he received a Bachelor of Science degree in Criminal Justice from South Carolina State University in Orangeburg, South Carolina, in 1995; and
Whereas, on September 19, 1998, he was joined in holy matrimony to the former Tonia Mallett of Manning, South Carolina. God blessed this union with three wonderful boys who loved and adored their father; and
Whereas, Deputy Smith was a member of Greenhill Missionary Baptist Church in Alcolu, South Carolina, where he sang in the male chorus. He also worked with the Junior Brotherhood and the youth of the church; and
Whereas, he was a dedicated law enforcement officer who was more than happy to answer his call to service and took extreme pride in protecting and serving his community. He worked in law enforcement for nearly twenty years serving as a police officer for the City of Manning, a game warden for the South Carolina Department of Natural Resources in Sumter County, and a sheriff's deputy for the Clarendon County Sheriff's Office; and
Whereas, it would be fitting and proper to pay tribute to the life and legacy of this son of South Carolina by naming a street in the City of Manning in his honor. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That members of the General Assembly request the Department of Transportation name the portion of Capital Way in the Town of Manning from its intersection with Commerce Street to its intersection with Paxville Highway "Holmes Nathaniel Smith, Jr. Memorial Street" and erect appropriate markers or signs along this street containing this designation.
Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.
