A HOUSE RESOLUTION

TO COMMEND THE HONORABLE J. SETH WHIPPER FOR HIS COMMITTED SERVICE TO THE SOUTH CAROLINA HOUSE OF REPRESENTATIVES AND THE CITIZENS OF DISTRICT 113 IN CHARLESTON AND DORCHESTER COUNTIES AND TO WISH HIM FULFILLMENT AND SUCCESS IN ALL HIS FUTURE ENDEAVORS UPON HIS RETIREMENT FROM THE HOUSE OF REPRESENTATIVES.

Whereas, for twenty-four years, the Honorable J. Seth Whipper has represented the citizens of House District 113 in Charleston and Dorchester counties with faithfulness in the House of Representatives of this great State; and

Whereas, an attorney, J. Seth Whipper earned his bachelor's degree at the University of South Carolina in 1972 and his juris doctor at North Carolina Central University in 1984; and

Whereas, during his years in the House of Representatives, Seth Whipper has used his experience for the benefit of his constituents and other citizens of our State as a member of the Judiciary Committee and Operations and Management Committee. In relation to his work at the State House, he is also a member of the South Carolina Legislative Black Caucus; and

Whereas, Representative Whipper firmly believes in active participation in the community, and his convictions have led him to serve his community in various ways. These include past or present service as a member of the St. Matthew Baptist Church Senior Board of Trustees, Neighborhood Legal Assistance Program Board of Directors, Citizens Patrol Against Drugs (recording secretary), North Carolina NAACP (parliamentarian), and South Carolina Coalition for Voter Participation. In his profession, he is a member of the South Carolina Bar Association, Charleston County Bar Association, and South Carolina Black Lawyers Association; and

Whereas, he also serves on the MacMillan Postal Advisory Commission, Liberty Hill/Morningside Ferndale Initiative, Jenkins Orphanage Advisory Council, Anna's House Board of Directors, C&O Federal Credit Union, Jenkins Institute for Children, and Father to Father; and

Whereas, he finds strength for his labors in the strong support of his lovely wife, the former Carrie Ophelia Fulse. The Whippers are the proud parents of two children, Subira N.K. and the late Jasiri L.K.; and

Whereas, on the occasion of his departure from the House of Representatives, his House colleagues, grateful for Seth Whipper's committed service to this body and the people of District 113, extend warmest best wishes for much contentment and satisfaction in this new phase of his life. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, commend the Honorable J. Seth Whipper for his committed service to the South Carolina House of Representatives and the citizens of District 113 in Charleston and Dorchester counties and wish him fulfillment and success in all his future endeavors upon his retirement from the House of Representatives.

Be it further resolved that a copy of this resolution be presented to our distinguished colleague, the Honorable J. Seth Whipper.
