TO HONOR AND RECOGNIZE CHIEF WILLIAM H. HOLBROOK AND TO EXPRESS DEEP-FELT GRATITUDE FOR HIS DEDICATION TO THE COLUMBIA POLICE DEPARTMENT AND THE CITIZENS OF COLUMBIA.
Whereas, William H. "Skip" Holbrook was appointed chief of the Columbia Police Department on April 11, 2014, bringing more than twenty-five years of law enforcement experience to the position. Of those twenty-five years, he spent the last ten in executive and command positions; and
Whereas, Chief Holbrook, a native of Huntington, West Virginia, earned his bachelor's degree in criminal justice from Marshall University and a master's in business administration from Pfeiffer University. He is a graduate of the FBI National Academy, the Police Executive Research Forum, Senior Management Institute for Police, and the FBI's National Executive Institute. Chief Holbrook also is a Diversity Fellow of the Riley Institute at Furman University; and
Whereas, prior to coming to Columbia, he served as the chief of the Huntington Police Department for seven years. His law enforcement career began in 1987, in North Carolina when he was hired by the Charlotte Police Department. He went on to a distinguished career with the North Carolina State Bureau of Investigation, where he achieved the rank of assistant special agent in charge before leaving the agency; and
Whereas, under Chief Holbrook's leadership, the Columbia Police Department has been implementing organizational and operational reforms, including best practices consistent with twenty-first century policing. Chief Holbrook has been committed to collaborative partnerships with the community to fight crime; and
Whereas, the members of the House are grateful for the dedication and service Chief Holbrook has given the city of Columbia and all her citizens and look forward to his future good works. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, honor and recognize Chief William H. Holbrook and express deep-felt gratitude for his dedication to the Columbia Police Department and the citizens of Columbia.
Be it further resolved that a copy of this resolution be presented to Chief William H. "Skip" Holbrook.
