TO HONOR AND RECOGNIZE DR. JAMES R. COUCH FOR HIS COMMITTED SERVICE TO EDUCATION IN LEXINGTON AND RICHLAND COUNTIES AND TO WISH HIM SUCCESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, the members of the South Carolina House of Representatives find it altogether fitting and proper to pause in their deliberations to express their gratitude for the years of service Dr. James Couch has dedicated to the education of young minds in Lexington and Richland counties; and
Whereas, James R. "Bob" Couch currently serves as the district director of career and technical education of the Center for Advanced Technical Studies in School District Five of Lexington and Richland counties. On June 30, 2017, he will be leaving this position in order to work in a similar capacity in the Anderson county public school system, which also is closer to extended family; and
Whereas, throughout his career, Dr. Couch has worked in both the business and education sectors. He spent twenty years at the South Carolina Department of Education with fourteen years serving as state director for career and technical education; and
Whereas, his business experience includes marketing, management, and personnel, and he served as the chief human resources officer for the Spartanburg Regional Medical Center; and
Whereas, Dr. Couch was the secondary education representative for the U.S. Department of Education as a member of the United States and Denmark Delegation for six years, in which capacity he worked on aligning information technology international standards for the K-12-14 education system among the United States, Denmark, and European countries; and
Whereas, additionally, he participated in the drafting of the South Carolina Education and Economic Development Act of 2005, which created a major innovation in the K-16 educational system focusing on career pathways; and
Whereas, the members of the South Carolina House of Representatives wish Dr. Couch the best of luck as he continues to work to better the education of the children of the Palmetto State and look forward to hearing of his future successes. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, honor and recognize Dr. James. R. Couch for his committed service to education in Lexington and Richland counties and wish him success in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to Dr. James R. Couch.
