A SENATE RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA SENATE UPON THE PASSING OF KEITH A. FRAZIER AND TO EXTEND THEIR DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina Senate were deeply saddened to learn of the death of Keith A. Frazier on January 16, 2017 at the age of fifty-one; and

Whereas, Keith was born in Greenville, South Carolina to Charles Leroy and Freida Gail Simmons Frazier. Keith graduated from Winthrop College in 1998 with a Bachelor of Arts in political science and a minor in history; and

Whereas, Keith served the State of South Carolina as a public servant for twenty-five years. He started his career at Probation and Parole in York and Greenville County and went on to serve many roles for the Department of Social Services, among them work force consultant, business manager, and county director for Greenville County; interim county director for Pickens County; and regional director for Region I; and

Whereas, as regional director, Keith launched a number of projects, including a regional trauma and support program for staff, a supervisor's summit, case mining for children in foster care, kinship support groups, and foster parent and kinship caregiver advisory groups; and

Whereas, Keith loved seeing positive outcomes for children and families and was always planning, dreaming, and striving to do more in service to them. His work with the Department of Social Services to keep children safe and help children and families achieve permanency was more than a job; it was his mission in life; and

Whereas, Keith had a lasting impact on his community. He served on a variety of boards and councils: the First Steps Board, as vice chair; Children Come First Development Council; the Work Force Investment Board of Greenville County; the Greenville County Safe Sleep Coalition; Safe Kids Upstate; Greenville Child Abuse Task Force; Greenville Tech Human Services Advisory Committee; the Greenville Hospital System Development Council of Children for the Children's Hospital; United Way Public Policy Committee; and the board for Pendleton Place for Children and Families; and

Whereas, Keith is preceded in death by his brother, Mark Cary Frazier; and

Whereas, Keith leaves to cherish his memory his wife, Charlotte Munnerlyn Frazier; daughter, Victoria Blake Frazier; and sister, Kim Poore (Alan). He will be missed. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, express their profound sorrow upon the passing of Keith A. Frazier and extend their deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be presented to Charlotte Munnerlyn Frazier.
