TO RECOGNIZE AND HONOR FREDERICK A. "RICK" NOBLE, UPON THE OCCASION OF HIS RETIREMENT AFTER A CAREER OF OUTSTANDING COMMUNITY LEADERSHIP, AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.
Whereas, it is altogether fitting and proper for the South Carolina House of Representatives to pause in their deliberations to express gratitude to Rick Noble for his significant contributions as a career-long leader in community and civic organizations in South Carolina, and the members congratulate him as he begins his well-deserved retirement on May 24, 2018; and
Whereas, while a graduate student at the University of Virginia, Mr. Noble founded his first nonprofit organization, Madison House, which still serves the Charlottesville, Virginia, area today and for which he was honored with the Algernon Sydney Sullivan Award for his commitment to placing community service above self-interest; and
Whereas, a lifelong lover of running, Mr. Noble has made immeasurable contributions to the Governor's Cup Road Race and the Carolina Marathon Association, for which he continues to serve as the community relations coordinator; and
Whereas, his contributions were instrumental in the creation of City Year Columbia, an organization that provides young adult volunteers the opportunity for meaningful service to children and communities in need; and
Whereas, Communities in Schools of the Midlands, formerly Cities in Schools, is an educational organization that thrived under Mr. Noble's leadership in order to surround students with a community of support that can empower them to stay in school and achieve in life; and
Whereas, founded as South Carolina Association of Nonprofit Organizations (SCANPO), Together SC is an organization that has grown to be a strong voice for the nonprofit sector since he provided his leadership as a founding board member and as he continues to serve with distinction; and
Whereas, First Steps, the state's early childhood initiative for school readiness, has improved lives for children and families for nearly two decades with Mr. Noble's leadership on the county level as CEO of Richland County First Steps to School Readiness, and later at the state level as a member of the South Carolina First Steps Board of Trustees; and
Whereas, the South Carolina House of Representatives is grateful for the years that Rick Noble has devoted to these and many other community organizations throughout the Palmetto State, which have benefitted from his unparalleled dedication, support, leadership, and volunteerism, and the members wish him many years of enjoyment in his well-earned retirement. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Frederick A. "Rick" Noble, upon the occasion of his retirement after a career of outstanding community leadership, and wish him continued success and happiness in all his future endeavors.
Be it further resolved that a copy of this resolution be presented to Frederick A. "Rick" Noble.
