A joint Resolution

 

TO PROPOSE AN AMENDMENT TO SECTION 1, ARTICLE XVII OF THE CONSTITUTION OF THIS STATE, RELATING TO QUALIFICATIONS FOR OFFICE, SO AS TO PROVIDE THAT A RESIDENT OF ANOTHER STATE MAY BE ELECTED TO SERVE ON A COLLEGE OR UNIVERSITY BOARD OF TRUSTEES.

 

Be it enacted by the General Assembly of the State of South Carolina:

 

SECTION 1.  It is proposed that Section 1, Article XVII of the Constitution of this State be amended to read:

 

    SECTION  1. Qualifications of officers. No person shall be elected or appointed to any office in this State unless he possess the qualifications of an elector: Provided, The provisions of this Section shall not apply to the offices of State Librarian and Departmental Clerks, to either of which offices any woman, a resident of the State two years, who has attained the age of twenty-one years, shall be eligible. Provided further, that an alumus of a college or university in this State who resides in another state may be elected to serve on the board of trustees of the college or university from which he graduated.

 

SECTION 2.  The proposed amendment must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed or written on the ballot:

 

    'Must Section 1, Article XII of the Constitution of this State, relating to the requirement that elected or appointed officers of this State must be a resident of the State, be amended to allow an alumus of a college or university in this State who resides in another state may be elected to serve on the board of trustees of the college or university from which he graduated?'

Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word 'Yes', and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word 'No'."
