WHEREAS, the Weatherization Assistance Programs of South Carolina are vital to the low income families of this State; and

WHEREAS, a consolidation of government functions is necessary to improve coordination of services; and

WHEREAS, the effective deployment of financial and institutional resources from the Weatherization Assistance Program will help improve the quality of life for citizens of the State by reducing energy costs for economically disadvantaged families; and

WHEREAS, the coordination of the resources should be properly planned, implemented, and operated to ensure the effective delivery of the Weatherization Assistance Program.

NOW, THEREFORE, by virtue of the powers conferred upon me by the Constitution of this State, I hereby transfer the Weatherization Assistance Program from the Governor's Office of Executive Policy and Programs to the State Energy Office of the South Carolina Budget and Control Board. This transfer will occur effective December 1, 1997.
