Note: There is a duplication in the numbering of Executive Orders. Governor David Beasley issued 99-1, 99-2, 99-3, and 99-4. Governor Jim Hodges issued 99-2, 99-6, 99-7, 99-8, and 99-9. There is no Eexcutive Order 99-5.
WHEREAS, on January 9, 1999 at 2:30 a.m. I was advised that Clarendon County's volunteer fire service had publicly declared to the County Council and community that they would no longer provide fire and rescue response; and
WHEREAS, the citizens of Clarendon County, and several municipalities therein are dependent upon volunteer fire personnel for the protection of their lives and property; and
WHEREAS, it was determined that Clarendon County no longer had adequate fire protection services to protect the lives and property of the citizens of Clarendon County.
NOW THEREFORE, pursuant to the powers conferred upon me by the Constitution and Laws of the State of South Carolina, I hereby direct that certain assets of the South Carolina National Guard, at the discretion of the Adjutant General, be placed on state duty and order the utilization of the National Guard's fire suppression personnel to take all necessary action to provide Clarendon County with emergency fire suppression and rescue services until local authorities are able to resume the delivery of these critical services.
