I have struck through and added wording to the sections beginning about p. 45 dealing with "third parties." I object to that term because it indirectly assumes tinkering with the franchise system for utility monopoly rather than acknowledging that that system has served its purpose and needs to evolve..  (I cut and pasted - computer wouldn't attach whole doc)
