Completion of the 2015-16 Accountability Report, by the deadline stated in the report, fulfills the requirement to complete a Restructuring Report this year for the House Legislative Oversight Committee. The House Legislative Oversight Committee has worked with the South Carolina Department of Administration to integrate and combine many aspects of the Annual Restructuring Report into the Annual Accountability Report.
In 2016 the Oversight Committee worked with the Executive Budget Office to combine the information sought in the Annual Restructuring Report and Annual Accountability Report, into one report.
In 2016 the Oversight Committee worked with the Executive Budget Office to combine the information sought in the Annual Restructuring Report and Annual Accountability Report, into one report. Since that time the Agency Accountability Report also satisfies the agency's requirement for an Annual Restructuring Report.

The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) is The Gold Standard for Public Safety Agencies. This report includes the observations and findings from the most recent standards-based review of DPS by CALEA. CALEA utilizes this document as the primary resource in considering DPS for accreditation. CALEA will make its determination regarding accreditation during the next Commission Conference on July 30, 2016. DPS currently maintain accreditation. The conference in July 2016 will determine if DPS continues to have accreditation.

In its June 29, 2016 letter to the Subcommittee DPS stated, "[a]n open investigation (OPR or DI) will delay a reclassification of an employee until the investigation is concluded. Once an investigation concludes, employees may receive retroactive pay for the reclassification delay depending upon the outcome of the investigation and whether discipline is imposed as a result. An open investigation does not render an employee ineligible to compete in the promotional process."

During this time period DPS was served with complaints in 91 civil lawsuits. All but two of these lawsuits were defended by outside attorneys retained by the South Carolina Insurance Reserve Fund, a division of the State Fiscal Accountability Authority that functions as DPS� primary tort insurance carrier. As of mid-June 2016, 37 of the 91 cases are considered "open" by the IRF and 53 are deemed "closed."
