Amend the bill, as and if amended, Part IB, Section 88, STATE PORTS AUTHORITY, page 446, line 28, by adding an appropriately numbered new proviso to read:

/88.__.( SPA: Intermodal Container Transfer Facility and Waterborne Cargo Infrastructure Funding) From the funds appropriated in this Act to the State Ports Authority for the Intermodal Container Transfer Facility and Waterborne Cargo Infrastructure, the Department of Administration shall hold the full amount in escrow and release the funds as necessary to the State Ports Authority to remit payments for costs related to the facility and infrastructure projects. To the extent permitted by federal law, if federal funds become available to the State for any purpose, then those funds must first be used to complete the project, then any remaining state funds shall be transferred to the Tax Relief Reserve Fund./
